Why was the devastation in Florida last year so much better dealt with than the current situation in New Orleans? Is the government really doing everything possible? Do they want to?

Polls just released show that 46% of Americans approve of Bush's handling of the Katrina Hurricane crisis. The media is treating that as a low percentage whereas I consider it remarkably high. That at least 2 of every 5 Americans approve of this president's horrendous response to this crisis speaks volumes about this country.
